The facts are as follows: the airport administsration is based on a DOS system, maintenance and purchasing orders are usually on paper and there is that hassle of an ever increasing volume of paper work and the problem that comes with finding documents. In addition there is a large number of employees that are not familiar with the computer and with all these questions, you will ask me, “how do you use technology to change the corporate culture in this situation.”

Labor exchange

Geographical barrier eliminated between users and labor exchange

Emblavez, is a sleepy village locked in the heart of the Haute Loire, in France and this is where the professional services section of France Telecom and a labor exchange have chosen to test technology in delivering public service by:

-installng computer terminals in the office of the labor exchange and in some public places.
-on these computers are installed video-conferencing software, with options to scan, fax and store files.
-with the aid of a contact officer, appointments are arranged between the labor exchange official and a user, in any of the two places with computer terminals.
-so that once both sides log on, they could be able to hold a meeting, exchange files and do other cross exchange of information.

The project is financed by the local authority of Emblavez and each of the computer terminals installed in different places costs 39 000 euros, the local labor exchange underwrite the cost of the installation as part of its IT infrastructure. To the residents of Emblavez, the advantage is that they no longer waste hours in transportation to the labor exchange.

High tech policy making

From manual to high tech policy making (in foregin affairs)

Foreign policy making is a technology intensive process, if we think in terms of cables, telephones and fax exchanges between diplomats. Those familiar with accounts and reports by policy makers already understand the importance of meetings, discussions, reports and exchange of views in the situation room of the White House through the writings of U.S. policy makers after leaving office.
These process of preparing papers, reports and materials for decision making at the highest level are what we can describe as the manual process in foreign policy making and there is no example of the impact of technology in the foreign policy making process that surpasses one article that appeared in the IHT of december 20, 2006.
